When an elite counter-terrorist unit based in Hong Kong heads to the Middle East to escort the creator of the deadly smallpox virus to safety, little did they know that they would be betrayed by their team leader.

As a result of the incident, Jon Wan (Jay Chou) returns home with a limit on his life and the loss of his fiancée. However, another blow comes in the form of his mother's secret: that she separated him from his older brother, Yang (Nicholas Tse), when they were young.

To assuage his mother's guilt, Jon travels to Malaysia to find his brother and father and bring them back, only to find himself caught in a plot to wage a bio-terrorist war.

故事讲述国家安全局探员万飞在一次约旦任务意外中，头部中枪。由于子弹字头部无法取出，影响神经系统，身体随时会瘫痪。母亲告诉他其实他还有一个哥哥万阳，于是万飞决定到吉隆坡寻找失散多年的哥哥。怎料万飞发现，万阳是当地一个通缉犯。

兄弟相认，却因为身份对立而产生矛盾。万阳父亲万天为了帮助万阳逃避警方追捕而中枪身亡，而万阳女儿万长胜则被歹徒挟持，后来更成为病毒研究的实验品。于是，万阳和万飞一同对付涉案的国家安全局队长Sean，设法救回长胜和被挟制造病毒的医学博士Rachel。
